The distribution of emergency equipment and the signing of a convention for co-operation between the Principality of Monaco and the Islamic Republic of Mauritania
Within the framework of its co-operation with the Islamic Republic of Mauritania, the Principality of Monaco will be welcoming from the 16th to 20th December 2006, a Mauritanian delegation composed of Mohamed El Hadi MACINA, Secretary General of the Ministry of the Interior, Postal and Telecommunication Services, Colonel Ahmed Vall Ould GUERLAIN, Director of Civil Defence and Ali CAMARA, Honorary Consul for the Principality of Monaco in Nouakchott. Co-operation within the sphere of Civil Defence between the two States resulted in donations of sanitary and fire-fighting equipment in 1998 – 2000 – 2002 – 2004, training sessions in the Principality and an assessment visit to Mauritania, as well as the signing of a convention for 2004 and 2005.
Spurred on by such fruitful relations, the Government has decided to pursue co-operation efforts in aid of this country.
On Tuesday 19th December at 10.30 a.m., the Mauritanian delegation will be welcomed to the Fontvieille Emergency Centre by Paul MASSERON, Government Counselor for the Interior, who will present them, on behalf of the Government, with a multi-purpose vehicle, a van, a towable power pump, as well as emergency clothing and equipment. In addition, the Monegasque Red Cross and the Automobile Club of Monaco are donating a 20-seater coach and “radio” equipment respectively. Following the ceremony, the Mauritanian and Monegasque authorities will move to the « Salle d’Honneur » in the Condamine Fire Station where framework convention for co-operation within the field of Civil Defense will be signed by Messrs Paul MASSERON and Mohammed El Hadi MACINA. The framework convention makes the following provisions: - to enable the Islamic Republic of Mauritania to benefit from the experience gained by the Principality of Monaco’s Fire Brigade within the field of Civil Defence; - to provide the Islamic Republic of Mauritania with, either sanitary equipment and fire-fighting equipment, or financial aid in order to acquire such equipment; - to send, for a fixed duration in each case, specialists from the Monaco Fire Brigade to carry out professional training courses or technical assistance on Mauritanian territory; - to bear the expenses of welcoming staff from the Islamic Republic of Mauritania’s Civil Defense to Monaco, for a fixed duration in each case, in order to provide them with professional training or technical assistance. The convention is for a renewable 4 year period. The Principality will allocate a total sum of 190,000 € spread over 4 years for the implementation of the various programmes. Last but not least, as part of the international co-operation programme, the Monaco Government has funded the construction, amenities and running of a maternal and child health centre in Nouamghar for a total cost of 60,000 €. The main aim is to offer a quality, yet affordable, health service to all inhabitants. The health centre comprises a main ward, a treatment room, a delivery room and a pharmacy. The facilities should enable the infant mortality rate to be reduced, to cover the costs of medical care for more pregnant women, to reduce malnutrition and to enable more people to have access to primary health care and essential drugs.
